الرواية تبدأ من خبر نشرته إذاعة BBC في السادسة صباحا في يوم تشريني بأن أعمال عنف وشغب اشتعلت بين شباب من حي الكسارات وآخرين من ضاحية الأندلس الفخمة، بسبب علاقة حب غير مقنعة بين ابن مقدم الوزراء وفتاة من حي الكسارات، ومثل هذا الخبر يمنع نشره حسب فلسفة الأمن الشامل عند مقدم الوراء، وأوامر وزير الجمانية، لذلك قامت الدنيا ولم تقعد، لكن وزير الأنباء قزمها إلى مستوى طرشه، ولم يخبر أحد مقدم الوزراء أن ابنه محتجز كمسبب للمشكلة، خوفا من سطوته، لكن الضابط الذي انتدبوه لتهدئة الشغب عندما علم ذلك وجدها فرصة لكي يحاول التقرب من مقدم الوزراء لعله يعينه مرافق له، بأن يخرج ابنه من المخفر لكنه فشل في ذلك، فمقدم الوزراء مشغول الذهن بمحكمة النقض التي تبحث في قضية استملاك الحكومة لقطعة أرض كبيرة لكنها باعتها أو فوضتها لشخص له صلة بمقدم الوزراء.
