قد جعل الله سبحانه وتعالى من الكوارث وآثارها المدمرة عبرة وتذكرة للإنسان حيث شكلت الكوارث جزءا مهما من مسيرة الإنسان وطبيعة معيشته على مدى العصور وكانت عاملا مؤثرا في تشكيل المجتمعات الإنسانية في معظم أنحاء العالم إلا أن عنصر المفاجأة ونقص الإمكانات كانا من أهم مسببات الفشل في التعامل معها والحد من آثارها المدمرة. وتاريخ حدوث الكوارث قديم قدم وجود البشر، منها ما يحدث بصورة متكررة كالزلازل والبراكين والأعاصير ومنها ما يرتبط حدوثه بتغيرات في البيئة المحيطة بالإنسان كالأمراض والتصحر والفياضانات وتتباين درجة شدة الكوارث ودرجة تأثيرها على الإنسان بحسب حدتها والمدة الزمنية لاستمراريتها.
