تعتبر هذه الرسالة عزيزة في بابها ، لقلة من تصدى لإفراد موضوعها بالكتابة من أهل العلم والمصنف وإن لم يكن التوفيق حليفه في جواب المسألة، إلا أنه أعطى تأصيلا علميا مفيدا، وطرحا جيدا : وهو وإن كان لم يتعرض إلى. جل المسائل المتعلقة بالباب، إلا أنه استوفى ما له تعلق بالجواب. ويمكن تلخيص الرسالة في النقاط الآتية : (1) تعريف البغاة، وتحليل مفرداته-(2) تعريف السلطان. وبيان من يصدق عليه صفة الخروج عليه-(3) بيان ما ينبغي على السلطان والرعية في حق الباغين: من حيث مناظرتهم، وقتالهم - كيف يكون، وهل يشرع الإيقاع بهم-(4) معاملة المنهزمين منهم والتائبين، وما يصنع بالقتلى من الطائفتين-(5) الكلام فيما يتعلق بمن قتلوه أو قتلهم، وما أخذوه من الأموال أو أخذ منهم-(6) الكلام في إسقاط شهادتهم وتأثيمهم، وبيان أحكام الجناة والمجني عليهم من أهل العدل ومنهم-(7) التعليق على جواب المفتي الشافعي.
