ينقسم الكتاب إلي ثلاث أقسام : والذي يخصص القسم الأول منه لمعنى الهوية الذي يتضمن بحثا ودلالاتها بشكل عام وأرتباطها بمفهوم الثقافة بـأعتبارها الوعاء الحامل الذي يستوعب ويجسد الهوية وللتساؤل عن علاقتها بالعولمة وعن التفريق بين الهويات السائدة والهويات الفرعية. يبحث في القسم الثاني علاقة الدولة وخاصة الدولة العراقية بمفهوم الهوية وتأثيره بالطائفة السياسية وبمشاريع التقسيم المطروحة. في القسم الثالث يتناول في عمق مسألة علاقة المواطنة بشهادة الجنسية وعلاقة القانون أو بالسياسة وتوظيف الأخيرة في المركز والأطراف إذا جاز القول في التعبير عن الهوية سلبا أو إيجابية دون نسيان التدخلات الأجنبية.
