يتناول البحث \"تعد وظيفة التحري والاستدلال أولى وظائف المحقق وحجر الزاوية في الأجهزة الأمنية المختصة بالمكافحة للجرائم كما يمثل التحري الخطوة التي تبنى عليها إجراءات وأحكام خاصة بالقضية وتحديد الطريق الذي سوف يسير عليه فريق البحث الجنائي ومن ثم يليهم النيابة العامة. وبقدر ما تحرص أجهزة الشرطة على استخدام التقنية الحديثة في التحري والاستدلال فإن المراقبة التليفزيونية هي الطريقة الأكثر شيوعا في الاستخدام بغرض الوصول للمعلومة. ومن جهة أخرى ينبغي دراسة الجوانب التشريعية التي تتيح للقائمين على البحث الجنائي استخدام التقنية ومدى علاقة ذلك بحرمة الحياة الخاصة للإنسان والقدرة على مناقشة الأدلة المتحصلة بشكل إلكتروني ومدى حجيتها وذلك وفق أحكام إجرائية وموضوعية محددة ومشرعة\"
