لقد حرص المؤلف الدكتور ناصر عبيد الناصر على إظهار وظائف الفساد ومستوياته ولا يقصد بالوظيفة هنا تقويم الفساد أخلاقيا، وإنما النتائج الموضوعية له والتي تنوس بين قدرته على إنتاج التراكم في ظرف ما أو الحيلولة دونه، ومن اللافت للنظر أن الفساد-رغم الموقف الاجتماعي منه-قد يكون علانيا في تلك الدول التي تسود فيها الشفافية، في حين أنه يظل مستورا في الدولة القمعية الدكتاتورية. وفي كل الأحوال يتعذر علينا قياس تكلفة الفساد بشكل دقيق.
