بين دفتي الكتاب عرض تحليلي قيم للغاية يتناول تأسيس الـ (أف.بي.آي) وتاريخ حرب المئة عام التي شنتها أميركا على الإرهاب. كما يتناول، وهذا هو الأهم، الوسائل الملتوية التي استخدمها مسؤولو الجهاز ولا سيما رجله القوي جاي إدغار هوفر الذي تولى رئاسة المكتب خمسين عاما واعتبر الرجل الأقوى في أميركا. ففي عهده خصوصا برز مسلك عام في عمل المكتب واستمر عند من أتى بعده، ارتكز على اعتقالات واحتجازات غير قانونية واقتحامات وخرق لقوانين الأمن القومي واحتيال عليها. إلا أن عمل المكتب عرف إخفاقات كثيرة، ربما بسبب إجراءاته الملتوية ، تمثلت في اختراق المكتب من قبل عملاء مزدوجين من روسيا وكوبا والصين وحتى من تنظيم القاعدة وفي فشل الجهاز في كسر كثير من حلقات التجسس. كما دار ولا يزال يدور وراء كواليسه صراع مرير بين أطراق متعددين من رؤساء ونواب عامين ومديرين أساؤوا استخدام سلطتهم باسم الأمن القومي.
