ترى الباحثة لمى مضر الأمارة أن الإستراتيجية الروسية بعد الحرب الباردة تمر بمرحلة تحول انتقالية، فهي ما تزال في مرحلة الصيرورة وبالتالي تعاني تحديات جدية، داخليا وخارجيا وتمخضت مرحلة التحول هذه فولدت تحولات متوالية في الموقف السياسي، بدءا من العام الأول الذي نشأت فيه روسيا الاتحادية بعد التفكك (1992) وصولا إلى بداية القرن الحادي والعشرين، مع وجود آفاق استمرارية، لا تبدو نهايتها قريبة حتى الآن.
