هذه هي إذن بعض المواضيع التي يطرقها جون لوك في المقالة الثانية في الحكم المدني. وقد كان لآرائه السياسية أثر كبير على تطور الفكر السياسي والاقتصادي اللاحق، فمذهبه في \"الطور الطبيعي\" وفي \"العقد الاجتماعي\" يحكي من نواح عدة مذهب روسو الذي تأثر به ولا شك ويختلف عن مذهب توماس هوبس الذي يصف الطور الطبيعي بأنه طور من التناحر والخصام والدائمين، يحف به الخوف من جميع جوانبه. كذلك بسطه لنظرية تميز السلطات الحكومية وانفصالها يعتبر تمهيدا لمذهب مونتسكيو في هذا المضمار وأساسا من الأسس التي يرتكز عليها الدستور الأميركي وأقواله في العمل والملكية هي من دعائم الاقتصاد الحديث. يعالج مؤلفنا في هذا الكتاب نشأة الحكم المدني الصحيح ومداه وغايته. إذ لما بطل الأصل الإلهي للسلطة عنده، تحتم عليه أن يبحث عن أساس عقلي طبيعي للسلطة على الأرض.
