يطرح \"كتاب حقوق الإنسان وحرياته\" مفهوم حقوق الإنسان وطبيعتها القانونية وذلك من خلال بيان مفهوم حقوق الإنسان وماهيتها و التسلسل التاريخي لحقوق الإنسان من العصور القديمة إلى الشريعة الإسلامية والعصر الحديث، وفي الفصل الثاني يعرج الكتاب على حقوق الإنسان في التشريع الأردني حيث ركز على الحقوق الفردية والمدنية و السياسية والفكرية و حدد الكتاب في الفصل الثالث الضوابط القانونية والإجرائية لدور الأمن في المحافظة على حقوق الإنسان والأحكام العامة لاستعمال القوة والسلاح وحقوق النزلاء في مراكز الإصلاح و التأهيل ويتناول في الفصل الرابع الآثار القانونية المترتبة على المساس بحقوق الإنسان من قبل أفراد الأمن العام وبطلان الإجراءات التحقيقية المخالفة للشرعية الإجرائية والموضوعية.
