من المعلوم أن الحرب بين العراق وإيران والتي نشبت عام 1980 وانتهت عام 1988، قد دارت بالنسبة للعراق، ضمن إطار إستراتيجي تطور من مفهوم الحرب الخاطفة القصيرة التي شنت بتعرض إجهاضي أو هجوم إستباقي لإنهاء تهديد قائم خلال فترة قصيرة، إلى إطار إستراتيجي لحرب شاملة طويلة، تعتمد أساليب حرب الاستنزاف، مما أجبر العراق على أن يوظف بها جميع موارد الدولة العراقية من أجل تحقيق النصر في النهاية، والذي تمثل في إجبار إيران على القبول بوقف إطلاق النار، والكل يعلم كيف قبلت إيران بهذا، ومقولة (تجرع السم) التي قالها الخميني وهو يقبل بوقف إطلاق النار على إثر الهزيمة الساحقة للقوات الإيرانية على يد الجيش العراقي البطل عام 1988.
