يتصدى هذا الكتاب لكشف كيف إن ادعاءات التنمية الرسمية الفلسطينية هي الآن، وكيف إنها قد أصبحت ادعاءات مجتزأة ومشوهة ومستأطرة. يتناول الكتاب، بشكل أساسي دور التحالف الثلاثي غير الرسمي المشكل من :1.النخبة السياسية الرأسمالية الفلسطينية، 2.المنظمات الفلسطينية التنموية غير الحكومية،3. وكالات المساعدات العابرة للحدود الوطنية، في إعاقة ما أسميه \"التنمية التحررية المرتكزة على الناس\" وعرقلتها بل وتقويض دعائمها. تهدف التنمية التحررية المرتكزة على الناس، كما جاءت في هذا الكتاب، إلى تحرير عقول الناس وأجسادهم من الظلم الخارجي والسيطرة والهيمنة، ومن القمع الداخلي وإساءة المعاملة والاستغلال والفساد والانحراف ومن إمكانية النفاذ إلى مصادر القوة بالاعتماد على الامتيازات وبطرق ملتوية.
