مكن لعقد التحديث والتملك والتشغيل ونقل الملكية (T.O.O.M) أن يفرض نفسه على الواقع األقتصادي في العديد من الدول-وبالذات الدول النامية وذلك بسبب المزايا التي يحققها ؛ حيث تحصل الحكومات عند تعاقدها مع المستثمر ويسمى هنا بشركة المشروع بمقتضى صيغة (T.O.O.M) على تحديث مشروعاتها القائمة وتزويدها باحدث وسائل التكنولوجيا بمايجعلها أكثر قدرة على تقديم خدمات على جانب كبير من الجودة والكفاءة دون أن تثقل ميزانيتها العامة بتكاليف ذلك؛ إضافة الى انها ستزود بالتمويل الخارجي من خالل تشجيع األستثمارات األجنبية والوطنية ونقل مخاطر التمويل من كاهل الدولة الى كاهل القطاع الخاص وفي نهاية مدة العقد ستستلم هذه الحكومات مشروعا كامال وجاهزا قابل للعمل مع حصولها على ضمانات من المستثمر بعد ان بقي طيلة تلك المدة من الناحية األستراتيجية تحت رقابتها ومتابعتها.
