تناول الكتاب بالشرح والتحليل نظرية عقد التوريد الإداري ومن ثم ترتيبها في نسق فكري قانوني واحد ابتداء من ماهية عقد التوريد الإداري وخصائصه وأنواعه ومعايير تمييزه ولقد بيت الدراسة بأن عقد التوريد الإداري من العقود الإدارية بطبيعتها ووفق خصائصها الذاتية وليس استنادا إلي نص المشرع وتحديد القانون كما بين الكناب أن الرضائية في نطاق عقد التوريد الإداري لا يمكن أن تمارس إلا ضمن نطاق معد مسبقا من قبل المشرع حيث أوجب المشرع جملة من القيود والاجراءات المستمدة من غائية العمل الإداري.
