كتاب تتضمن مقدمته سردا تاريخيا كاملا لقصة الدستور فى ليبيا من الناحية التاريخية والتطورات الدستورية التى شهدتها ليبيا ويحتوي الكتاب نصوص القوانين الأساسية والدساتير منذ العهد العثماني ثم مرورا بفترة العهد الإيطالى والدستور البرقاوي ودستور المملكة الليبية المتحدة عام 1951 وتعديلاته عام 1963 وقوانين الانتخابات وتحديد المناطق والدوائر الانتخابية ويصل الكبتي بالحديث عن الدستور في كتابه إلى صدور الإعلان الدستوري المؤقت الصادر عن المجلس الوطني فى أغسطس 2011 مع القوانين والقرارات المتصلة بذلك.
