هل نفوذ الولايات المتحدة على طريق الانحسار؟ قلة من الناس تصدق اليوم مثل هذا القول، والوحيدون الذين يصدقونه هم صقور الولايات المتحدة الذين تعلو أصواتهم منادين بسياسات تعكس مسار هذا الانحسار. وجدير بالذكر أن هذا الاعتقاد بأن نهاية الهيمنة الأمريكية قد بدأت لم يأت نتيجة ما طرأ عليها من مظاهر الضعف التى بدت واضحة للجميع بعد الحادى عشر من سبتمبر 2001. والواقع أن الولايات المتحدة بدأت تذوى كقوة عالمية منذ سبعينيات القرن العشرين، وكل ما أدى إليه رد الفعل الأمريكى إزاء الهجمات الإرهابية، هو التعجيل بخطى هذا الانحسار.
