هدف البحث إلى دراسة الإرهاب من حيث حقيقته وصوره وموقف الشريعة الإسلامية منه وتعلقه بالقانون الدولي، بمنهج وصفي نقدي. وتوصلت الدراسة إلى إطار عام للإرهاب يلخصه مبدأ معروف وهو: الغاية تبرر الوسيلة. إذا كانت الوسيلة تحوي اعتداء على كرامة البشرية وحريتهم وأموالهم ودمائهم وفكرهم. ويعد الإرهاب الدولي أحد المفاهيم الحديثة الذي ارتبطت دراسته بالقانون الدولي العام، باعتباره عابرا للقارات ولم يعد متقوقعا في مجتمع معين حتى بات مؤثرا على العلاقات الخارجية بين الدول. ولقد واجه تحديد هذا المفهوم وضبطه بصورة علمية العديد من الإشكاليات؛ نظرا لغياب مرجعية علمية منصفة.
