Overview
The first constitution of the royal reign has adopted the parliament system as a method of rule, such kind of system of rule was firstly adopted by the republican reign for 2005, but the most distinctive feature of this system in relation to the above mentioned constitution is that it is a developing one regarding its fundamentals as it granted high authorities to the prime minister and the president that it can be said the former authorities has surpassed the first>s authorities, as result the president role has degraded in the political life accompanied by the political respects and the planning of public policy and the restriction of the prime minister role a in addition to its degradation such thing was subject to the political condition that has dominated Iraq after the occupation of Baghdad in 2003 it can be noticed here that the valid consti¬tution has assigned a very limited authorities to the prime minister and placed the majority of important authorities in the hands of the in addition to the common authorities between the president and the prime minister which were covered by the research.
