Overview
تتطلب سياسة تطوير وتشجيع الاستثمار في الجزائر أن تكون للدولة تنظيم متكامل ينظم الاستثمار من جهة ومن جهة أخرى تنظيم استغلال العقار الذي يتحكم إلى حد بعيد في تحقيق وتجسيد هذه السياسة، ويعد عقد الامتياز إحدى الآليات القانونية التي اعتمدتها الدولة لاستغلال أملاكها العقارية الخاصة في إطار تحقيق مشاريع استثمارية وإنجاح هذه السياسة من خلال الأمر 08/04 المؤرخ في 01/09/2008 الذي يحدد شروط وكيفيات منح الامتياز على الأراضي التابعة للأملاك الخاصة للدولة والموجهة لإنجاز مشاريع استثمارية وكذا المرسوم التنفيذي المصاحب له 09/152
