عرفت المكتبات الرقمية اهتماما كبيرا ضمن الدراسات الأكاديمية التي تناولت المكتبات الرقمية من حيث تحديد مفاهيمها والمصطلحات المرتبطة بها، والتقنيات الخاصة به إلا أن نجاح هذه المبادرات يتوقف على حسن التخطيط لها كمشاريع قائمة بحد ذاتها. من هذا المنطلق يحاول هذا المقال التعرض إلى إشكالية مشاريع المكتبات الرقمية من ناحية التخطيط لمختلف جوانبها سواء المتعلقة بالناحية البشرية أو المادية أو المالية، نظرا لما تكتسبه من أهمية وتأثير في تحديد ملامح المشروع والتعريف بمخرجاته النهائية.
