Overview
إن الحديث اليوم عن الحكم الراشد وارتباطه الوثيق بالفساد، كونه الحل الأمثل لهذه الظاهرة. فكلما ساد نظام الحكم الراشد في المجتمع كان له الأثر الإيجابي على اجتنابها، كون هذا النظام يوفر المناخ الملائم لمحاربة الفساد من خلال آلياته المتعددة كالديمقراطية والشفافية والنزاهة... إلخ. فالجزائر ليست بمعزل عن هذه الظاهرة القديمة الجديدة التي تنخر اقتصادها الوطني وجعلها تحتل المراتب الأخيرة في قائمة الدول الأقل فسادا في العلم. وعليه، فالجزائر معنية أكثر مما مضى بأخذ بعين الاعتبار المؤشرات الدولية للحكم الراشد ورصدها لأنها تمثل علامات إنذار مبكر يستوجب الأمر تجميعها وتحليلها واستغلالها من أجل اخذ القرارات والتوصيات اللازمة.
