Overview
في ظل هذه المرحلة المتميزة بحركة دؤوبة لإصلاح المؤسـسات الإقليمية السياسية والإدارية للدولة. يكتسي موضوع إصلاح المجموعات الإقليمية الجزائرية أهمية بالغة بهدف تكييفها مع متطلبات محيطها الاقتصادي والاجتماعي لتلعب الدور الفعال الموكول لها قانونًا. مثل هذه المهمة تقتضي إصلاحات في العمق تمس في آن واحد تطوير الأحكام الدستورية والتشريعية التي تنظم هذه المجموعات.
