الضبط الإداري البيئي المحلي هو جملة الإجراءات والتدابير الاحترازية التي تمارسها الجماعات المحلية، لما تملكه من وسائل وإمكانيات في حماية البيئة وصيانة النظام العام البيئي، هذا الذي تشهد عناصره مرونة وتطورا تستدعي تحديث الوسائل والأدوات لمجابهته بغية تحقيقه. يحقق الضبط الإداري البيئي المحلي حماية البيئة، باعتباره ضبط إداري خاص من خلال مجالات التدخل الواسعة للجماعات المحلية، بما يساهم في تكريس المعايير القانونية والإنسانية المعاصرة في حماية الإنسان كالحق في الحياة وكذا الحق في بيئة نظيفة، ويعزز إقامة دولة الحق والقانون.
