Overview
يهدف هذا البحث إلى تسليط الضوء على مختلف العوائق التي يعاني منها المؤمنون، والمؤمن، وتنظيم الضمان والتأمين الاجتماعي ككل، والتي تحول دون إدارته وسيره الجيد والمؤمل بالجزائر، على غرار الكثير من بلدان العالم وحتى المتقدمة منها. والضمان أو التأمين الاجتماعي يعتبر نظاما للحماية الاجتماعية ومكسبا من المكاسب الاجتماعية للعمل. وهو من المستحدثات الحضارية المعاصرة للحضارة الغربية الرأسمالية الليبرالية، ناضلت من أجله المنظمات العمالية منذ عهد بعيد، وتم تنظيمه وتطبيقه على المستوى العالمي من خلال منظمة الأمم المتحدة. إلا أن سوء التسيير الإداري، والتدخلات السياسية، والتلاعب في الاشتراكات، تسبب كل ذلك في عجز صناديقه وإحداث عوائق في حسن سيرورته، وغبن للمؤتمن له وإحراج للمؤمن.
