يعتبر الفساد أخطر جرائم العصر الحالي التي أوجبت استحداث إطار قانوني ومؤسساتي شامل يكفل التصدي بكل صرامة لهذه الظاهرة الخطيرة، وفي هذا الشأن كرست الجزائر على غرار باقي دول العالم إطار قانوني ومؤسساتي ثري ت عتبر هيئات الرقابة المالية أهم الأجهزة المؤسساتية المكلفة بهذا الخصوص، غير أنه ورغم تنوعها وثرائها تعاني تلك الهيئات من جملة من الصعوبات والعراقيل أعاقتها عن أداء مهامها بأحسن صورة ممكنة، الأمر الذي يستلزم التدخل لمواجهتها وإيجاد الحلول لها.
