تبحث هذه الدراسة ماهية نظام الحكم بالمغرب من خلال استقراء اختصاصات الملك في دستور 2011، على اعتبار أن جميع الدساتير المغربية جعلت المؤسسة الملكية في موقع بارز على مستوى البنيان الدستوري وأعطتها سموا، تجعل من الملك مرجعا ومحورا وحكما وحاميا وضامنا وموجها، غير أن ما نص عليه الفصل الأول من دستور 2011 بالقول: \"نظام الحكم بالمغرب نظام ملكية دستورية، ديمقراطية، برلمانية واجتماعية\"، أي أنه أضاف كلمة \"برلمانية\"، حيث الفصل الأول من دستور 1996 كان يقضي بأن \"نظام الحكم بالمغرب نظام ملكية دستورية، ديمقراطية واجتماعية\"، جعلنا نبحث في اختصاصات الملك بعد هذا المستجد لتحديد ملامح نظام الحكم في الدستور الجديد.
