Overview
تبين هذه الدراسة أن المنظومة القانونية الجزائرية انتهجت مجموعة من الإصلاحات تظهر من خلالها الرغبة العميقة في تجسيد خدمة عمومية تستجيب لتطلعات المواطن وتطوير علاقته بالإدارة، وذلك بتضمين المؤسس الدستوري لمبادئ جديدة تكرس قواعد الديمقراطية. إلا أن الواقع العملي يظهر غياب رؤية استراتيجية لتجسيد هذه الإصلاحات لانعدام ترجمة هذه المبادئ الدستورية بنصوص تشريعية، إلى جانب عدم الاستقرار الذي ميز الهياكل المكلفة بالشؤون العمومية وتسييرها، وغياب هيئات لتقريب المواطن من الإدارة.
