Overview

The Russia-Arab relations have witnessed tangible revival over the last ten years after the significant decline in the 20th century 90's. Firstly, Moscow has managed to re-establish its relations with its traditional allies in the region on new foundations. Secondly, and more importantly, its relations with the Arabian Gulf states - especially Saudi Arabia - have seen an unprecedented development, following decades of breakup since the 20th century 30's. The former Russian President and current Prime Minister Valdimir Putin's many visits to the Arab World have been a turning point in the Russia-Arab relations. They have marked a new era of the Russian policy towards the region in which Russia restores its role as a major player in the regional issues which are getting more and more complicated. The report explores the determiners of these relations which are expected to affect their future development in the 2nd decade of the 20th century. They can be briefed in six main factors as follows: -Russia's restoration of its position as a major superpower -Economic and technical partnership -Russian political support of the Arab issues -Ways of military cooperation -Positive historical experience of Russian-Arab cooperation -Religious and cultural closeness between Russia and the Arab World. The report concludes that a thoughtful reading of the experience of cooperation with Russia and what it could present to the Arabs in both the present and future confirms that it would represent a fundamental partner in realizing the desired Arab renaissance. On the one hand, Russia has the expertise, technology and the true desire to offer real assistance. On the other hand, the Arab countries display a clear response of cooperation. The last decade witnessed noticeable, positive developments in the Arab-Russian relations when the new Russian leadership - headed by the President Vladimir Putin - set a vision of Russian policy priorities in the Arab World, serving the interests of both parties. Thus, a positive response was given by the Arab countries.
