الشباب هو الرصيد القومي لتنمية المجتمع المصري. تعتبر قضية تمكين الشباب سياسيا واقتصاديا من أهم القضايا المطروحة على أجندة النظام السياسي المصري. ومن ثم تتمثل إشكالية الدراسة في الوقوف على كيفية تفعيل الدور المعلن للشباب في الخريطة السياسية للدولة، وتحديد الآليات المتبعة، التقليدية منها والمستحدثة، لتمكينه سياسيا، وزيادة مشاركتهم الاجتماعية في مصر.
