يبين البحث علاقة نظرية ابراهام ماسلو (التدرج في الحاجات الإنسانية)، بالسياسة الشرعية وسن الأنظمة، ويبين سبق الشريعة في ضبط مصالح الناس والرقي بمستويات الإبداع خاصة في مجال الأنظمة وأنه بإمكان السياسة الشرعية تلافي الانتقادات لنظرية ابراهام ماسلو خاصة صعوبة قياس الإشباع لكل حاجة، من خلال فهم مقاصد الشريعة الضرورية والحاجية والتحسينية، والتي ترجع إلى حفظ خمسة أشياء: الدين- العقل- النفس- النسل- المال، ومن خلال ضبط الحاجات حسب الأعراف التي تناسب البشر حتى يتحقق الإبداع وتحل المشكلات بيسر وسهولة، وتقل الجرائم في المجتمع.
