Overview
One of the more significant problems facing the Management Scientist is the difference between the data required for a model and the data available from existing information systems. This is a particularly acute problem when one is cost-modeling government operations. Government general accounting systems are established to keep tabs on the obligation of monies appropriated and do not lend themselves to the definitional forms required for operations costing. To redefine this accounting data is a research task in itself which must be accomplished prior to model building. This is the story of one such effort; it shows that redefinition can be successfully accomplished, but that the research to normalize the data may very well account for the majority of the modeling task.
