Overview
In September 2003, the Department of Homeland Security warned security personnel to watch out for terrorists dressing in women’s clothing in an attempt to evade profiling. This warning—strangely appended to the end of a long list of potential terrorist actions—seemed to come from nowhere. However, the idea of a “cross-dressing terrorist” has a longer history. This article highlights the conceptual linkages between “terror” and “trans” across post-9/11 US security memos, contemporary popular culture tropes, and Janice Raymond’s The Transsexual Empire. I argue that nation-state frameworks are inhospitable to gender nonnormativity, setting significant limits on the utility of pursuing trans inclusion even in moments of explosive trans visibility.
