Overview
En el marco del Convenio Interadministrativo N° ANM-608-2023, se tomó la “Metodología para la reconversión económica en minería de pequeña y mediana escala” [1], desarrollada por la Agencia Nacional de Minería (ANM) y se aplicó en 5 comunidades mineras que iniciaron el proceso de formalización mediante áreas de reserva especial (ARE) con terminación posterior. La implementación se realizó con el objetivo de validar la metodología formulada desde la ANM, identificando aciertos y dificultades asociadas con su ejecución que permitieron llegar a recomendaciones específicas sobre cada fase, así como a la propuesta de ajustes generales para su refinamiento y aplicación en procesos futuros de reconversión económica. Se encontró que resulta indispensable abordar la reconversión productiva y laboral de manera integral, apuntando a crear entornos donde se pueda dar el aprovechamiento de las vocaciones del territorio y se promueva el planteamiento de actividades económicas alineadas con las perspectivas de desarrollo a nivel municipal y regional. Within the framework of Inter-Administrative Agreement No. ANM-608-2023, the \"Methodology for economic reconversion in small and medium scale mining\" [1], developed by the National Mining Agency (ANM), was adopted and applied in 5 mining communities that began the formalization process through special reserve areas (ARE) with subsequent conclusion. The implementation was carried out with the objective of validating the methodology formulated by the ANM, identifying successes and difficulties associated with its execution that allow for specific recommendations for each phase, as well as the proposal of general adjustments for its refinement and application in future economic reconversion processes. It was found that it is essential to address productive and labour reconversion in a comprehensive manner, aiming to create environments where the territory's vocations can be used and the approach of economic activities aligned with development prospects at the local and regional levels can be promoted.
