生物安全观视野下我国野生动物保护法修订探讨

Overview
从生物安全观的角度入手，采用文献分析和实地调研相结合的方法，全面分析了当前我国野生动物保护法在生物安全保障方面存在的不足，认为我国野生动物保护存在法治理念落后，健康保护内容缺失，动物保护立法分散，法律衔接不够紧密，保护范围比较狭窄，生物安全执法不力等弊端。经过深入分析，认为导致这些弊端的主要原因是环境法治研究不足，监管机构设置不科学和生物安全教育缺失。结合时代发展需求和国家健康发展战略安排，建议优化野生动物保护法治理念，完善生物安全立法，构建科学监管机制，加大环境执法力度，强化生物安全教育研究，加强国际交流合作，推动我国野生动物保护法的健康发展。
