Overview
تعد ظاهرة الحروب الأهلية من أبرز الظواهر الافريقية، إذ لا يكاد يخلو بلد من بلاد القارة الأفريقية من صراع أو حروب أهلية كان لها أثارها العميقة ليس فقط على الحياة السياسية فحسب بل على كافة نواحي الحياة العامة وأن الحرب الأهلية التي شهدتها رواندا تعد من الحروب ذات الطابع الاثني التي وقعت بين قبيلة الهوتو وقبيلة التوتسي والتي راح ضحيتها أكثر من (800) ألف شخص من الرجال والنساء والأطفال إذ مورس خلال هذه الحرب أبشع عمليات الاضطهاد والقتل المنظم لاسيما ضد قبيلة التوتسي والتي امتدت من 6 نيسان/ أبريل 1994 الى 19 تموز/ يوليو 1994، وقد فشلت الدول الأفريقية والإقليمية في إيقاف هذه الحرب فيما كان دور مجلس الأمن الدولي هو تشكيل المحكمة الجنائية الدولية لرواندا.
