Overview
شهدت بلدان المغرب العربي قبل اندلاع الحرب العالمية الثانية بروز تشكيلات سياسية كان لها دور كبير في المطالبة بحقوق شعوبها فسعت لطرح عرائض ومطالب تندد بالسياسة الاستعمارية الفرنسية، غير أن تشتتها وانفرادها في الضغط على فرنسا لم يحقق أي نتيجة، وهذا ما أدركه مصالي الحاج ورفاقه في المهجر، حيث سعى هذا الأخير للم شمل جميع الأحزاب المغاربية وتوحيد مطالبها والتي كان من أهمها هو المطالبة باستقلال شعوب شمال إفريقيا.
