Overview
عمل مورغان شوستر على رأس بعثة مالية في إيران عام 1911 واتخذ إجراءات عدة لمعالجة الأوضاع المالية المتدهورة وكاد أن يحقق الاستقرار الاقتصادي في البلاد. إلا أن تأثير العامل السياسي الخارجي الذي حال دون ذلك، لاسيما من لدن روسيا التي أزعجتها إجراءات شوستر، إذ كانت ترى في إصلاحاته خطراً يهدد نفوذها في إيران لذا عملت بجد لإنهاء عمل البعثة، فاستعملت التهديد والوعيد موجهة بهما إنذاراً إلى الحكومة الإيرانية طلبت فيه إنهاء عمل البعثة خلال ثمان وأربعين ساعة وعندما رفض البرلمان والحكومة التهديد الروسي دفعت الأخيرة بقواتها نحو إيران واحتلت أجزاء من البلاد مما دفع الحكومة الإيرانية إلى الرضوخ للتهديدات الروسية وإنهاء عمل البعثة في كانون الأول 1911.
