سعت الدراسة إلى تحديد حجم تأثير اللوبي الصهيوني على السياسة الخارجية الأمريكية بشأن بناء المستوطنات في فلسطين طوال فترة حكم الرئيس باراك أوباما. هذا لأن الفترة المختارة شهدت مستجدات على الصعيدين الإقليمي والدولي، كان لها تداعياتها الخطيرة على الأمن القومي، سعيا لفهم آليات عمل اللوبي الصهيوني، والعمل على وضع آليات موازية لها على الجانب العربي.
