Overview
إن الاهتمام بمالية المحافظات غير المنتظمة في إقليم بتنمية مواردها، وترشيد نفقاتها ووضوح موازنتها ودقتها كفيل بالنهوض بدعائم اللامركزية الإدارية الإقليمية، وضمان استقلال الهيآت المحلية، فضلا عن تجلي الأهمية في تحديد التداخل الحاصل في الاختصاصات المالية بين الحكومة الاتحادية والمحافظات غير المنتظمة في إقليم، وبيان القصور التشريعي في تنظيم الاختصاص المالي للمحافظة، وما يجب أن يكون عليه في مجال الإيرادات المحلية.
