Overview
إن حماية حقوق الأشخاص ذوي الاحتياجات الخاصة، والاعتراف بها من أهم الالتزامات المرتبطة بحقوق الانسان باعتبارها فئة تحتاج إلى رعاية وتأهيل، مما استدعى الاعتراف بحقوقهم ضمن مجموعة من النصوص القانونية والوطنية الدولية، وهو ما جاء به المشرع الجزائري، بموجب القانون رقم 02-09 لسنة 2002 والمتعلق بحقوق الأشخاص المعوقين وترقيتهم والذي يعتبر خطوة أخرى إلى الأمام لضمان حقوق هذه الفئة الهامة من المجتمع وحمايتهم من جميع أشكال التهميش واللامبالاة.
