Overview
تقتضي التنمية المحلية كغاية تنشدها الدول على اختلافها جملة من الركائز والأدوات وفي سبيل تحقيق هذا المسعى عملت الجزائر وفي مختلف المراحل على تمكين الجماعات الإقليمية من مقومات هيكلية وتنظيمية لتحقيق التنمية المطلوبة، كما وفرت لذلك آليات منها التنظيم الإقليمي وتفعيل المشاركة الشعبية من خلال إشراك المجتمع المدني، كفاعل غير رسمي في جهود التنمية المحلية والاعتماد على الخصوصية الإقليمية باعتبار هذه العوامل تعد بيئة وفضاءً مناسبين في هذا المجال.
