تتباين معدلات البطالة بين الدول تبعا لدرجة النمو الاقتصادي للبلدان وهي كذلك على مستوى البلد الواحد ففي محافظة الأنبار تتباين معدلات البطالة بين أقضية المحافظة رغم الإمكانيات التنموية التي تتمتع بها أقضية المحافظة وما تتميز به المحافظة من امتداد مساحي ساعدها على التنوع بالإمكانيات التنموية لكنها تعاني من تدني نسبة الاستثمارات التنموية.
