هدف البحث إلى التعرف على موقف البرلمان من قضايا التعليم العام قبل الجامعي، والتي كانت مطروحة على الساحة المصرية آنذاك، ومدى اتساق هذا الموقف البرلماني مع الواقع الاجتماعي لهذه الفترة، وبعض الحلول التي قدمها هذا البرلمان لمشكلات التعليم العام من خلال القوانين والتشريعات التي كان يقوم بتشريعها.
