الفكرة المركزية للكتاب الأخير لهنري كيسنجر، النظام العالمي، هي أن العالم بحاجة ماسة إلى نظام عالمي جديد، وإلا فان الفوضى الجيوسياسية تهدد العالم، بل ربما إن الفوضى هي التي ستسود وتستقر في العالم. وبحسب رأي كيسنجر فإن النظام العالمي لم يكن حقا موجود على الإطلاق، ولكن ما هو الأقرب إلى النظام كان (معاهدة ويستفاليا)، التي شملت حوالي عشرين دولة من أوروبا الغربية منذ حوالي أربعة قرون.
