Overview
إن التطورات التي شهدها العالم في العقود الأخيرة، والتي مست نمط الإنتاج والاستهلاك، وانعكست على استدامة الموارد الطبيعية وتفاوت مستويات التنمية بين الدول وعلى عدالة توزيعها بين المواطنين داخل نفس الدولة. مما زاد من تعقيد الوظيفة الاجتماعية للدولة، وجعل من إعادة النظر في دورها وتقييم أدائها أمرا حتميا، لمواجهة المطالب المتنامية بشأن ترشيد السياسات العمومية وتوجيها لخدمة أفضل لجميع المواطنين دون تمييز. ولقد ازداد تبني مفاهيم الحوكمة الرشيدة، وأصبح تقييم الحوكمة من أهم الآليات التي انتشرت في كل مجالات الحياة، والعمل بها من قبل مؤسسات الدولة والمنظمات العالمية والمحلية على حد سواء، للوقوف بدقة على مكامن ضعف وقوة أداء إدارة الدولة والقطاع الخاص والمجتمع المدني.
