تعد ظاهرة هجرة الكفاءات العلمية إلى الدول المتقدمة من أهم المشكلات التي تواجه الدول النامية، لما تؤدى إليه هذه الظاهرة من استنزاف لثروات تلك الدول اللازمة لتحقيق تنميتها الاقتصادية والبشرية. الجزائر من البلدان التي تعاني من هجرة كفاءاتها، مما يؤثرا سلبا على التنمية الاقتصادية والاجتماعية للبلاد، وتعتبر بلدان الخليج العربي منطقة جديدة تستقطب العديد من الكفاءات في تخصصات مختلفة تدفعها عوامل اقتصادية ومشاكل إدارية.
