هدف البحث إلى تقديم تصور مقترح لتفعيل دور البرلمان المصري في معالجة قضايا التعليم العام قبل الجامعي، من خلال التعرف على السياقات المجتمعية وأثرها على تشريعات البرلمان المصري المرتبطة بالتعليم العام قبل الجامعي، واستخدم البحث المنهج الوصفي، وجاءت نتائج البحث تؤكد على أهمية تفعيل دور البرلمان المصري في العديد من قضايا التعليم العام ومنها على سبيل المثال قضية محو الأمية، قضية التسرب، قضية الدروس الخصوصية.
