تهفه هذه الدراسة إلى إبراز أهمية الموازنة الصفرية ومساهمتها في نجاح عملية حوكمة للإنفاق العمومي لمجموعة من بلديات ولاية المسيلة، وقد تم للاعتماد على المنهج الوصفي التحليلي في الدراسة، وبعد توزيع الاستبانة على 52 موظف لغرض جمع البيانات وتحليلها تم التوصل إلى أن الموازنة الصفرية تساهم في نجاح تخصيص الموارد، وفي رفع كفاءة الجهاز الإداري، وفعالية الرقابة في البلديات محل الدراسة.
