الجريمة مشكلة اجتماعية قديمة رافقت الإنسان منذ وجوده، ولم تفلح الجهود الإنسانية في القضاء عليها أو حتى الحد منها، وتأتي خطورة الجريمة والعود إليها من مناهضتها للمشاعر الإنسانية وما تسببه من أضرار بالمصالح العامة والخاصة للأفراد، وما تحدثه من خسائر مادية ومعنوية فادحة، تتمثل في التكاليف الباهظة التي تتطلبها مكافحتها بتطوير الأجهزة الأمنية، والمؤسسات العقابية، والإصلاحية والطاقات البشرية التي تذهب هدرا، والتي كان من الممكن أن تستغل في مجالات أخرى تسهم في تطور المجتمع وبنائه، بدلا من الانحراف والاتجاه نحو الجريمة وتهديد الأمن والاستقرار.
