لقد شهد العالم تحولات كبيرة في مختلف مجالات الحياة، وذلك نظرا للتطورات التكنولوجية المتسارعة في مجال تكنولوجيا المعلومات والاتصالات، ومع هذا التقدم العلمي والتقني والنمو الواضح في الثورة الإلكترونية ظهرت الإدارة الإلكترونية التي تجسد اتجاها جديدا في الإدارة المعاصرة لكونها تسعى لتحويل المؤسسات إلى مؤسسات إلكترونية تستخدم تكنولوجيا المعلومات والاتصالات في إنجاز جميع أعمالها ومعاملاتها ووظائفها الإدارية. لذا جاءت هذه الدراسة مسلطة الضوء على الدور الذي تلعبه الإدارة الإلكترونية كمحدد أساسي في تحقيق خدمة عمومية متميزة، وتبرز أثر ذلك على المجتمع.
